为了规范碳排放权交易，加强对温室气体排放的控制和管理，推进生态文明建设，促进经济社会可持续发展，中国生态环境部于2019年发布《碳排放权交易管理暂行条例（征求意见稿）》（以下简称《征求意见稿》），公开征求意见。

征求相关意见是国务院立法工作过程中的必经程序。同时，《征求意见稿》也是全国碳市场自2017年年底宣布启动后出台的第一份相关法规性文件。这份文件表明全国碳市场的基础设施建设正在进行中。

In order to regulate carbon emissions trading and strengthen supervision and management of greenhouse gas emissions, the Ministry of Ecology and Environment (MEE) of China conducted a  public consultation for the "Interim Regulations on the Management of Carbon Emissions Trading (Draft for Comment)" (Draft) ends by May 2nd ,2019. 

The process of soliciting public opinions is a prerequisite for the relevant legislative procedure of the State Council. The "Draft" is the first relevant regulation issued after the national carbon market was launched at the end of 2017. This document marked the infrastructure construction of the national emission trading system is on course.
