"2019-2020 Implementation Plan for National Carbon Emission Trading Total Allowances Setting and Allocation (Power Generation Industry)" (Draft for Public Consultation)
Following the latest issuance of the “National Carbon Emissions Trading Management Measures (Trial) (Draft for Comment)”, on November 20th, the Ministry of Ecology and Environment (MEE) released a draft policy on the allocation of carbon emissions allowances within China’s national ETS (“allocation plan”) for public consultaion, including the coverage of a total of 2,267 power plants in its first phase.
